ServiceNow launches the Control Tower Alliance: what it means for your AI governance

How many AI agents are running in your organisation right now? For many organisations, the honest answer is: we don't know.

The question every CIO should be able to answer
Marketing has a few. Finance built one last quarter. IT is piloting three more. Each uses a different model or cloud, and nobody can say exactly what each agent can access, what it costs, or how to switch it off if something goes wrong.
AI adoption is moving faster than AI governance. On 28 October 2026, ServiceNow announced a move designed to close that gap: the ServiceNow Control Tower Alliance.
What ServiceNow announced
The Control Tower Alliance is a new partner ecosystem built around the ServiceNow Super Intelligence Control Tower, ServiceNow's central platform to discover, secure, govern, observe and measure enterprise AI.
The alliance launches with 11 founding members: Anthropic, Amazon Web Services (AWS), Cisco, HiddenLayer, Kong, NVIDIA, Okta, OpenAI, Stripe, WitnessAI and Zenity. Together they span AI models, cloud infrastructure, security, governance, value measurement and token metering.
The alliance sits alongside ServiceNow's existing ServiceNow Store and Workflow Data Network Partner Passport programmes.
Why it matters: no single vendor can govern AI alone
AI agents don't live in one system. They call models from one provider, run on another's cloud, use APIs across the business and hold credentials to sensitive data. Governing them means seeing all of that at once.
ServiceNow says as much itself. Amit Zavery, president, chief product officer and chief operating officer at ServiceNow:
"As AI agents have exploded in number and capacity, it's become clear that no single solution, no matter how powerful, can see everything, protect anything on its own. AI governance requires an ecosystem of partners willing to innovate together on an open platform to protect every vulnerable point in an enterprise."
The alliance is ServiceNow's answer: one control plane, with specialist partners each covering a piece of the puzzle.
Who brings what
Each founding member covers a specific part of AI governance. Where the press release describes a contribution, it is listed below.
| Area | Partner | What they bring |
|---|---|---|
| Identity and access | Okta | A kill switch that blocks new token requests from agents acting beyond their intended scope |
| AI security | Cisco | Cisco AI Defense brings AI asset visibility and security findings into ServiceNow to drive remediation |
| AI security | HiddenLayer | Purpose-built AI security against emerging agentic threats |
| AI security | Zenity | Protection and control across the full AI agent lifecycle |
| Runtime control | NVIDIA | NVIDIA OpenShell enforces what agents can and can't do at runtime |
| API and traffic control | Kong | Real-time enforcement across the APIs, models and tools agents depend on |
| Cost and usage | Stripe (Metronome) | Usage-based billing, real-time usage visibility and spending controls |
| Policy and cost control | WitnessAI | Behavioural intent analysis, AI policy control, usage analytics and cost controls |
| AI models | Anthropic, OpenAI | Founding members; contributions not detailed in the announcement |
| Cloud infrastructure | AWS | Founding member; contribution not detailed in the announcement |
How the alliance works
Partners work with ServiceNow in three ways:
- Build together. Partners and ServiceNow build solutions that run directly on the Control Tower, so customers don't have to integrate standalone tools themselves.
- Deliver with governance. Solutions pass ServiceNow qualification, certification and integration testing before they are listed. Shared standards for agent identity and safety guardrails keep AI accountable to the business.
- Sell and lead together. Selected partners create joint offerings with ServiceNow, which are sold and supported globally by ServiceNow.
For customers, the promise is a curated set of pre-tested AI solutions, with governance in place from day one rather than added after something breaks.
What this means for your organisation
The message is clear: the next phase of enterprise AI isn't about building more agents. It's about controlling the ones you already have.
For organisations already running ServiceNow, the Control Tower becomes a natural place to bring AI governance together with the IT, security and service processes you manage there today. For everyone else, the alliance sets a benchmark for what good AI governance looks like: visibility of every agent, clear permissions, the ability to switch an agent off, and insight into what AI actually costs.
A realistic note: much of this is still being built. ServiceNow describes the integrations, certifications and joint offerings as forward-looking, and Okta frames a cross-platform kill switch as a shared ambition rather than a finished product. The direction is set; the details will follow over the coming months.
How Sequal Consultancy can help
Good AI governance starts with the basics of good Service Management: knowing what runs in your organisation, who owns it, and how it is managed end to end. That is exactly where Sequal Consultancy works every day.
We help organisations get from AI pilots to AI they can trust:
- Assessment: a clear picture of which AI agents and tools are running, and where the gaps in control are.
- Advice: a pragmatic route forward, on the platform that fits you best. We work with ServiceNow, 4me and FreshWorks, so our advice is never tied to a single vendor.
